The movie takes place in a part of Iran that produces oil called Bad City. A culvert filled with dead and murdered bodies lies in plain sight in the heart of the city, filled with sad and lonely people. Despite working hard for seven years, Arash saved up to buy a new car. The local drug dealer Saeed gives Arash’s father Hossein some heroin when he returns home after finding the family’s lost cat. After Hossein passes out, Saeed takes Arash’s keys and tells him that he must be paid. Arash is furious, but he lacks the backbone to confront Saeed.

Atti is a local prostitute that Saeed visits. As his car is being serviced, a Girl in a full-body black chador appears. As a result, he kicks Atti out of his car without paying. The next day, he notices the Girl following him on the street and decides to invite her over. After he arrives, he starts snorting cocaine and sticking his finger into the Girl’s mouth. He sticks Saeed’s severed finger in his mouth after she sprouts fangs, bites off his finger, and bites off hers. Then she drains his blood and steals his jewelry.

Seeing Arash waiting outside Saeed’s apartment, she leaves Saeed’s apartment. To pay Saeed and get back his car, he stole some earrings from one of his client’s beautiful but stubborn daughters. Arash finds Saeed dead in the apartment. After dumping Saeed’s body into a culvert, he finds Saeed’s cash and drug stash and takes them. His car is also taken back.

Saeed’s drugs are being sold at a costume party by Arash, dressed as Dracula. He finds the daughter of his client there, and she convinces him to take some drugs. The father and daughter dance together and he tries to kiss the daughter, but she rejects him. Drug-induced stupor is Arash’s reaction to being rejected and humiliated. On the way home, he becomes disoriented. During the night, Arash was stumbling around in a vampire costume when the Girl happened by. The girl invites Arash back to her apartment after a brief conversation during which he embraces her because her skin feels cold. Instead of drinking his blood, she embraces him and listens to music. The next day, Arash wakes up in his own bed.

At the Girl’s apartment, Arash leaves a note inviting her to meet him. His client’s daughter’s earrings are the gift he gave her when they met. Although the gesture seems touching to the Girl, Arash ultimately rejects her, calling her a bad person.

In time, the Girl befriends Atti and realizes that Atti dreams of leaving Bad City to become a dancer. The Girl sympathizes with Atti’s loneliness and reluctance to move forward in life. Arash hurt that the Girl has rejected him, is enraged to discover that Hossein has trashed their house while suffering withdrawal symptoms. Hossein is thrown out of the house and forced to take the cat with him. The Girl dreams of Arash the next morning.

As soon as Hassein buys heroin, he heads to Atti’s place. He insists Atti use the heroin with him. He injects her with force when she declines. After seeing the assault, the Girl bursts into Atti’s apartment and kills Hossein, drinking his blood. Atti is terrified and tells the Girl to take the cat and leave, implying she will give up prostitution and leave Bad City. After learning of his father’s death, Arash is devastated. The Girl dreams about Arash again.

The girl, depressed, goes to Arash’s apartment and asks him to take her away with him. The girl agrees and begins packing. Arash finds some of the jewelry she stole from Saeed in her apartment while waiting for her. It becomes clear that the Girl killed both Saeed and his father. When Arash stops the car, jumps out, and begins pacing outside, they begin driving away from town. Staring wide-eyed, the Girl wonders what Arash will do. After some time, Arash gets back in the car, restarts it, and he and the Girl listen to the music while looking longingly at each other. It is implied that he will accept the Girl despite her murderous nature and they will leave Bad City together.
